How to disable Tax at all?

Customer is not paying VAT because she uses german "Kleinunternehmerregelung gemäß § 19 UStG".

So, how can I disable VAT at all?

Aimeos: aimeos 16.7.2 (Typo3-Extension)
PHP: 5.6.22
Eenvironment: Linux

Please set the tax rate of the prices to 0.00 and set the tax flag setting to 0:
