Payment and Delivery Providers

The manual says there are some default services for payment and delivery but my services tab is blank. I also did not see any payment or service plugins under the plugins tab. Reading the instructions I do not see how I enable one of the default services for delivery or built in payment services (like PaypalExpress). Where do I do that?

Also, has anyone created a plugin for USPS?

The easiest way is to add the demo data which also includes the delivery/payment service options. This way you see how things work if it's not clear for you after reading the documentation.
