Display delivery step if more than one delivery option ist available

Hi all,

upon checkout Aimeos chooses the cheapest configuration option available in default configuration. How can I change that to proceed through all checkout steps anytime regardless of which services are available for delivery and payment. We want the customer to view all steps: basket > address > delivery > payment > finalize anytime.

That happens if you disable the Autofill basket plugin.
BTW: It's not the cheapest option but the first one Aimeos selects or the one of the last order.

I had to disable the automatism for the desired steps in the AutoFill Plugin.
