A bit of digging: The CDN version links to the Standard version, which, by definition, does not include the justify plugin, which is responsible for aligning text. At least according to the preset comparison page:

as well as according to the resource, where no hint to a "justify" sting can be found.

However, as soon as "justify" is added in the extraPlugins config option, the align attributes are displayed. Even though the Standard edition does not support that plugin.

A bit of a riddle...

EDIT: The npm version comes as the "standard-all" preset, which means "it includes all official CKEditor plugins, with those from the standard package active by default"
