I do not understand you a little, but I installed version 16.10.4 of TER, and on it your version is 16.10.5. Anyway, the errors remained.
Is it possible to install the version 17.3.0 to 16.10.4?
I hope this can solve the problems.

If yes, which TYPO3 version are you currently using? TYPO3 7.6.16?

Does the scheduler problem goes away if you use TYPO3 7.6.15?

You can simply extract the previous version in your document root and change the links to "typo3_src"

We've backported the whole scheduler/URL stuff from the new 17.4.0 release because it's the only implementation that works with TYPO3 7.6.16, 8.7.x and Realurl from the command line. Can you please test it in your environment?
