Enable/disable the languages and currencies you want in the Locale -> Language and Locale -> Currency panels first. Then, you can select them in the Locale panel

Sorry, that's a problem introduced yesterday in the minor release for the admin interface.
Can you please execute this command and see if it works for you too?
