Three kinds of attribute
I have three kinds of sizes us, eu, ru.
Do I need to create three different attributes or can I create an attribute then sub-attributes(ru, en, us)?

Depends on what you need to do afterwards. If you only want to show the different sizes but use only one of them for adding the product into the basket, then you can create one attribute with type "size" and e.g. code="40" (EU size) and attach attribute properties for displaying the matching RU/US size.
Adding three different size types (EU/RU/US) as variant attributes won't work because all of them must be selected so the basket accepts the variant article. You can use that only for displaying these attributes but not as variant attributes.
