Yes, your configuration is correct if CHF is the displayed currency in your shop. Did you've activated the "Shipping" plugin? Also, it should be rather late in the list of plugins, e.g. in the demo it's at position 8 (the second last one before "Coupon").
It doesn't remove the shipping costs per item if you have configured any for your products. You can see this in the demo too:

If you add the product twice, there are still 2x 5€ shipping costs but 5.90€ rebate due to free shipping.
