Siteid not added to the fe_users table

Hello,

When a new user registers, the siteid is blank in the fe_users table. It should be '1.'. Should I add any settings for it?

No, in TYPO3 the siteid column is always empty for new frontend users, so they are available to all sites. For admin/editor users, you can set the site ID to limit them to a site in the backend.
