admin panel customer country section

I want to be able to display only one country in the country section when I create a new user in the admin panel, , how should I do this?

Overwrite this configuration in your ./config/shop.php: "common/countries"

No, the setting is available since 2021.07. In older versions, you have to change the customer item template from the admin backend:
