Rebate is deducted from Shipping amount

Hello Dear,
i have 2 issue
1)Rebate is deducted from Shipping amount!
A)The Rebate is 4.09
B)the shipping is 5.9 ->https://ibb.co/TkKrFwh
C)The rebate (4.09 Euro) is deducted from shipping amount -> https://ibb.co/2KgP08b

2)some times for PayPal payment i got -> Invalid Shipping Total -> https://ibb.co/d5BF138
I'm not sure if its related to point 1 or its different error.

Can you show your rebate configuration?

I also tried add basket-> https://tinyurl.com/y83pc38b
but same problem.
if shipping is 0 then the deduction will be ok (separate) , but if there is shipping, will deduct from shipping.

Strange. The rebate product should have a negative price with equals 15% of the original product price.

Version 2021.07 isn't supported any more. Can you please update to 2021.10 LTS and see if the problem is still there?
