top bar to display vouchers on slider

wanted to create a new top bar where I want to show the vouchers available on this site and how I can achieve this

tell me where I can create a component for this
and further steps to follow as well...

how to fetch all the active vouchers vouchers ?

The easiest way is to create a new category and associate all vouchers to that category.
