I want to test "cancel" and "refund" methods for my custom payment provider. But I do not know how I can initialized them from my admin interface.

The admin backend doesn't offer the ability to cancel and refund payments yet even if the the payment service providers offer methods for cancellation and refunding payments. You can extend the order panel to add that feature.
